Public Sector, Utilities and Defense Suppliers

Software development, modernization, data and compliance services for public-sector organizations, utilities and defense suppliers, including CMMC readiness.

Public-sector organizations and the companies that supply them share a set of constraints: procurement rules, accessibility and records laws, tight budgets and systems that must keep working for decades. PS3G provides public sector software development, modernization, data and compliance services for organizations of every size, from a township that needs an online permit application, to a municipal or cooperative utility replacing a legacy customer system, to a state agency division with a modernization backlog, to a machine shop that supplies a defense prime and has been asked about CMMC.

Public Sector, Utilities and Defense Suppliers - PS3G

We build and modernize applications, connect them to the systems you already run, make them accessible, and help you meet the security frameworks your contracts and regulators require. We work from Wilmington, Delaware with an India delivery center, and we agree data-handling and staffing restrictions with you before any work begins.

What we do for public-sector and defense-supply organizations

  • Resident and customer-facing applications: permit, license and service-request portals with online payment, utility customer self-service (bills, usage, outage reporting), grant and program applications, and public websites that meet accessibility standards.
  • Case, records and workflow systems: inspections, code enforcement, case management, records requests, board agendas and approvals, with retention rules built in.
  • Field applications: mobile apps for inspectors, meter and line crews and maintenance staff, with offline support and map views.
  • Utilities software: meter-data dashboards, outage and work-order tracking, interfaces between billing, GIS and operations systems, and reporting for boards and regulators.
  • Defense supply chain: secure portals and document workflows for contract data, quality and traceability records, and the technical work behind CMMC readiness.

Systems we commonly integrate

Financial and ERP systems, utility billing and customer information systems, GIS platforms, document and records management, permitting and asset management systems, SCADA and historians (read-only and segmented), payment processors approved by your finance office, identity providers for single sign-on, and state and federal reporting systems.

Typical first projects

Organization A common first engagement What it usually becomes
Township, small authority or cooperative utility An accessible website rebuild, or one online form with payment (permits, service requests, utility bills) connected to the back office A resident portal and reporting for the board
Small or mid-size defense supplier A CMMC gap assessment against NIST SP 800-171 with a prioritized remediation plan Technical remediation, policies and evidence collection; secure document workflows
State agency division, county or large utility Modernizing a legacy case-management or operations application, or building a data warehouse across several systems A dedicated team inside your program, or managed services under defined SLAs

On procurement: we respond to RFPs and RFQs, work under fixed-scope statements of work, and act as a subcontractor to primes and system integrators, with the security documentation government software development bids usually require.

Modernization and accessibility

Most public-sector modernization backlogs look alike: classic ASP or ASP.NET WebForms applications, Access and FoxPro databases, Windows-only desktop tools, and vendor products that are out of support but hold the records. We modernize these in steps that budgets and procurement cycles can absorb: rehost on supported infrastructure, replatform to a current runtime, add APIs and a modern front end, or rebuild with a parallel run and a data migration that preserves retention and audit history. Our application modernization service covers the assessment and the work; our web application development team builds the new portals and workflow systems.

Accessibility is a requirement, not a feature. We build public-facing sites and applications to WCAG 2 Level AA, the basis for Section 508 and the ADA expectations that apply to state and local governments: keyboard operation, screen-reader support, color contrast, captions, accessible forms and PDFs, and plain language. We test with assistive technology, not only automated scanners, and we fix the existing pages and documents that fail, not just the new ones.

Security and compliance (CMMC, NIST)

Which framework applies depends on who you are. Agencies generally work from the NIST Cybersecurity Framework and NIST SP 800-53 controls, with CJIS requirements for criminal-justice data and state rules for personal information. Utilities that are part of the bulk electric system have NERC CIP obligations. Defense suppliers that handle federal contract information or controlled unclassified information work from NIST SP 800-171 and the Cybersecurity Maturity Model Certification program, with the level set by the contract. Rules and timelines change; check the current official text at NIST and the Department of Defense program pages. This is general information, not legal advice.

Our role is practical. We run a gap assessment against the controls that apply, write the system security plan and plan of action and milestones, draft the policies, fix the technical gaps (MFA, logging, encryption, network segmentation, endpoint management), and collect evidence in a form an assessor can use. Our CMMC compliance consulting service covers defense suppliers specifically; our IT compliance consulting covers NIST, SOC 2 and state requirements for everyone else. We are an engineering and consulting firm, not a certification body: we prepare you for the assessment rather than issue the certificate.

Where a contract restricts who may access data and where it may be stored, we agree the staffing and hosting model before work begins, including US-based personnel and systems where required. The software we build for you follows the same secure development practices we use on our own HIPAA-compliant EHR and telehealth platform, DocVilla.

How we work with public-sector organizations

Fixed-scope projects under a statement of work, a dedicated team or staff augmentation that can flex with funding cycles, managed services where we run and support applications under defined SLAs, or advisory for assessments and roadmaps. How we start: a first conversation, a short assessment and a written proposal you can take into your procurement process.

Frequently asked questions

Do you handle public sector software development for small municipalities?

Yes. A township or small authority usually starts with one fixed-scope project: an accessible website, an online permit or service-request form with payment, or a records workflow. We keep the scope tight, connect the new application to the systems your staff already use, and price the work as a defined deliverable that fits a single budget line.

What is CMMC compliance and does my company need it?

CMMC is the Department of Defense program for verifying that contractors protect federal contract information and controlled unclassified information, based on NIST SP 800-171 controls. Whether and when it applies to you depends on your contracts and the current rule status, which you should confirm with your contracting officer and the official program pages. We help you assess the gaps and close them.

Can you make our existing website and documents accessible?

Yes. We audit against WCAG 2 Level AA with automated tools and manual testing using screen readers and keyboard-only use, then fix the templates, components, forms and PDFs that fail. Where a rebuild costs less than remediation, we say so, and we set up an authoring process so new content stays accessible.

Do you build utilities software for billing and outage management?

We build the applications around your billing and operations systems rather than replacing them: customer self-service portals, outage reporting and status pages, meter-data dashboards, crew mobile apps and board reporting. We integrate with customer information systems, GIS and SCADA data, with SCADA access kept read-only and segmented from anything public-facing.

Can your offshore team work on government projects?

Only where the contract allows it. Many public-sector contracts, and most defense-supply work involving export-controlled data, restrict access to US-based personnel and systems; we staff those projects from our Wilmington, Delaware team with US hosting. Where no such restriction applies, our India delivery center adds capacity. We confirm the model in writing before work begins.
